"The signing of someone of Niall's quality signals our intent for this season and Niall is really keen to be part of what we want to achieve."
Niall originally signed for Rugby from Leamington in July 2013.
Cooper played 20 games for The Brakes as they were promoted from the Southern League Premier in 2012/13 has also previously also featured for Redditch and Kettering.
Cooper was ever present and was recognised in his first season with the club at the club's annual awards evening with the Vice President's Player of the Season.
Niall then signed a one-year deal in May 2014 to keep him at the club until May 2015 however due to personal problems and a back injury he only featured once for Rugby in the 2014/15 season in an FA Cup tie at Chasetown.
