Valley picked up another point in their new league after a tight contest against the recently relegated Derbyshire club.
Both sides struggled to make much of an impression in the Butlin Road sunshine, although Valley arguably had the game’s more clear cut chances, with Rugby striker David Kolodynski missing out on two great opportunities when through on goal either side of the interval.
Keenah Rosser started the game where he had finished the previous one at right-back in place of the injured Ryan Walker, in the only change to Town's opening line-up from the win against Gresley.
However it was the away side that created the game's first couple of half chances, when Paul Lister headed one just wide and Grant Ryan lifted an effort that almost caught out Scott Dutton - but the young keeper managed to quickly back-pedal and gather the ball.
A poor free-kick by Kolodynski and a wild shot from Rob Parker were all Valley had had to show for a cagey opening first period.
However deep into its stoppage time, Kolodynski really should have given his side the lead when Parker had played him through, but the striker's resulting strike was way off-target.
An attempted lob from Kolodynski not long after the restart also failed to trouble Dan Haystead in the Belper goal, with Kolodynski then screwing another decent chance wide of the post after Tom Liversedge had flicked-on a long Rugby clearance.
Dutton kept the hosts in the game with a fine reflex stop to Evan Garnett's effort, with Valley substitute Tom Glasscoe nearly finding Kolodynski when he flashed a ball across the face of the goal at the other end.
Liversedge tested Haystead with a twenty five yarder to which the Belper keeper just managed to get a fingertip, with Dutton doing the same to Philip Watt's header late on at the other end - as the visitors finished the game looking the more likely to break the deadlock.
