Caine Elliott's header restored parity at the end of the first half, helping Valley to a point as Butlin Road played host for the final time this season.
Valley completed their home campaign with a draw against local rivals Bedworth United who secured their NPL Midlands status.
The two Warwickshire sides played out a stalemate with both the game's goals coming in the final minutes of the first-half.
Already-relegated Rugby had had the best two opportunities before Matt Shipman ultimately broke the deadlock on 43 minutes, with Jack Concannon smashing one onto the underside of the bar and Bedworth keeper William Highland doing well to keep out Callum Woodward's rising effort.
However, the visitors then went ahead when Teddy Rowe dispossessed Josh Thomas out wide to set-up Shipman for a cool finish.
United's lead was short-lived though with Thomas heading Harrison Nee's corner onto Caine Elliott to loop his header past Highland just before the interval.
Samson Hewett almost curled one in shortly after the restart, and Shipman nearly scrambled home after that, with Town's best chance late-on seeing Highland tip Sam Tye's header over the bar.
